as long as it gets more harsh per {time(days)/dk/rank} than it will be fair.

There's no need to make it too harsh. I have an idea. When someone that's higher than genin answers the quiz, they might not get any reward. The NPC will just laugh & says, "Hahaha...even acedemy students know the answer to that question." So the more DK you have, the more often you get nothing =D (I doubt people with high ranks will get it wrong anyway)
