I think you should add an option that lets you run away from plunder fights, that way you have atleast some chance of surviving in a fight against a somone 10 times higher rank then you, of course it should be harder to get away than a forest fight, maby you could lose 90% of your health and have all your chakra drained if you get away

Maybe you could bribe with gems. Like you plunder Ryushi's cityhouse, he demands 4 gems (whenyou pick bribe), of course the player wouldn't actually get the gems since it would lead to multi problems.

alright ive read most of the replys and maby we could go with lose all but 10% health, all your chakra any gold your carrying on you at the time ( you really shouldnt be carrying gold if you go to plunder a house anyway) 2 gems and one of your pvp's for the day, we could name the option : catch yourself on fire and act dead

edit: hmmm just incase this one gets rejected ill make another one just in case,

20%chance that you accidentally burn your amour off trying to excape, the opponnent see's through your rouse and demands 4 gems or he will fight you,
30% chance you forget to drop and roll, as a result you lose all but 50% health all gold and still have to fight while losing 5 damage a round do to burns on your body for 10 rounds
25% chance that you pull the trick off perfectly, however after exiting the building you realize that you left all your ninja tools behind
15% chance that you cant seem to ignite the gasoline, as a result it seeps into your lungs making you feel like you cant move, you lose all pvp's travels and forest fights
10% chance that you over do it and accidentally kill yourself, you recieve no torments in the graveyard because shinigami hates emo' wrist cutters
honestly neji do you need it anymore eviler then that?

  If that the case then I would never plunder anyone, or I preffer to die than losing all of my gems. XD
