Why is it that an account that has reached 40 days or greater can't be recreated by someone else? ._.;

Please rephrase your question, I don't get it.
If a char is deleted the name is free again. And can be  registered again.

What he is saying is that sometimes (perhaps) an account will reach 40/45 days and "expire" from the realm.  But then, it cannot be re-registered immediately.
