Jutsu's are overpowered >_> i think jutsu's should fail sometimes and we have to make handsigns first. So something like this. Lets say i'm using katon ninjutsu. I can go to the academy and pay gold to practice the jutsu, or pay gold to practice handsigns. If i practice the jutsu i have less of a chance of failing the jutsu until i eventually master it. Handsigns would be like all the handsigns in the show. There are 12 main types according to this website thing >_> Bird,Boar,Dog,Dragon,Rabbit,Horse,Ox,Monkey, Ram, Rat, Snake, and Tiger.
http://www.narutocentral.com/information/seals/ that's a list of the jutsu and their handsigns from a site i googled
SO lets say i'm using chidori. It's Ox, Rabbit, Boar, Pig. So you would train in the handsigns. If you've mastered less than half the handsigns you have to wait 3 turns to finish. If you've mastered half of the handsigns you wait 2 turn to finish. If you've mastered them all you can use the jutsu on the next turn. Now all of this training seems kinda pointless if i lose it all after a DK. Or we could just make it cheap to master the jutsu >_> Or just make it expensive and get to keep it (not through a kekkai genkai reset)
Or we could just add 2 more stats... Jutsu ( decreases chance of a jutsu failing. every 3 DK points is a level up) and Handsign speed ( decreases amount of turns to make a handsign, every 5 is a level up)
Oh also if you fail a jutsu it would steal waste chakra
