Shinobi Wiki says that I can build a cityhouse when I'm a chuunin or 4 Orochimaru kills but I notice when I try to go build it only say treehouse. I'm a lvl 1st chuunin do I need to be on the 2nd lvl or what?

Just go to the "local dwellings" and build one there

but you must not have another treehouse or someething there <.<
