probably a glitch im sure neji will find out what happened

probably:

-> had an old specialty, where the bonus from newday was added to the SKILLPOINTS, not to the uses
-> switched to a new one
-> had a newday
-> now has 4 uses of his old one instead of 4+1 he was used to

this happened to me the first time i switched from medical ninjutsu to suiton ninjutsu. the new day came (sakura) and then the next new day it didn't change. i tried buying it two more times and it worked the third time. But this was like the 2nd day after you created the new specials.
