Rasengan is already in the game, about the way you described it.
I wanted to have Chidori the same way, but sadly it was already in the specialties before I realized that.
Medical is a standard issue that can be learned anywhere, though the strength, yes, is currently not implemented.
I am not inclined to add more stacked up power jutsus to a char that "pays once".

As for jutsu, can't you just take out Raikiri,Raikiri Nirentotsu and Raikiri Issen. You need 16 for raikiri, 18 for nirentotsu and 23 for Issen. I doubt that anyone who's not a sitter gets that far in a specialty. Or you could replace the lower ones with things like sasuke's lightning thing he does with his hands or puts on his weapons to do extra damage..?
