Questions about the specialty system

I know that the jutsus get stronger as you progress in the game, but i was wondering, do you have to actually use that specialty for it to become stronger, or do they all just become stronger?

I left that out ingame.

It would be too much trouble to count all the time.

THOUGH it is not guaranteed I won't make special jutsus where that WILL count.
