Actually, it's been in production for well over a year. I don't have a link, but I remember seeing a page where they showed many of the actors playing the characters fully dressed up. The guy playing Jairyia looked the part and so did Choji.

Some of them actually look kind of convincing, but that doesn't mean the plot and acting will be any good. xD  The only ones that bug me in that photo are Tsunade and Naruto; the hair on the Tsunade look alike is quite crappy. o_o;

Close enough to a movie. Plus, Live-Action would be a definite and redundant so it wouldn't be needed and 'Naruto Theatre' would have sounded weird.
