No, not for a well trained level 15 at least. And since you are strong enough to get pakkun, I think you shouldn't have too much of a problem getting the gems.

I have 12 DK's. I know I should've had a cityhouse by now, but I started building it sorta late, like around my 10th DK.

I'm happy that I am finished with the gem payment on my cityhouse. It made me sad whenever I finally got some gems, it had to go straight to the cityhouse. Now...time to get that Pakkun.
