I remembered that Naruto and etc went on a mission to search back the  lost star which stolen from Hoshi Gakure.

And they end up the mission with a fight with the fake Hoshikage..

So i was thinking that could be a new race created for shinobi from Hoshi Gakure?

That wouldn't work since you need a certain amount of dk's even to access Hoshi Gakure.

You can amke a ceratain Dk limit for missions.

Well, the same reason as to why there cannot be a race for Konoha Gakure. Hoshi Gakure is just like a meeting place for people who are Sannin, of all races. So if there were a race for Hoshi Gakure, it would throw everything off.

Well,i just feel weird that why Hoshi Gakure created as a place for Sannin and higher rank shinobi to gather only because that isnt truth according to Naruto storyline..

Star country wasn't originally important to the true Naruto storyline was it? I thought it was just fillers. I don't watch the english dub anymore and I've seen the trapmaster and up fillers so all I do for sure is read the Japanese manga......
