means with 80 DKs, you could attack guys up to 12 dk lower than you...

I think linear equations solve it best =)

Yeah, using percentages would be more suitable as the dragon kill limit isn't a problem at lower levels..

I don't see any problems with that. As it's not like a Hunter Nin attacking an Academy Student. It'd be most likely be people in the hundreds of DKs... so it's still fair if you think about it.

i think percentage is good...cuz there r a heck of alot less ppl who stick it out until grand/master hokage so those ppl would have a extrememly hard time finding targets...im having enough trouble as a jounin :D
btw
gyururu i plan on going from lvls 13-15-4 in one day (whenever i need to get an oro kill)...not hanging around while im lvl 14 :D
and narafeng is gonna b something like u...a permanent lvl 15 acad w/ lotsa stuff...
never a blue genin :D
awww u got somebody to defend ur cityhouse now :( lol

No one is as strong as you at jounin level and level 15. So.. Either it's not a very good idea for most...or you meant to say you wanted to be the ONLY one to kill anyone...Probably the latter.
