i'm in a similar situation, and you can't just say too bad if they can't accept it, you have to make him or her accept it, that is if you care about the person, for me it's a family member who i overreacted with, it's been a week and a half of her being mad at me but i'm not gonna give up. The worst part is that i see her everyday and still can't make her forgive me
edit: i would also like to know the best way to say sorry, hopefully a GIRL can help out with some advice

The best way to say you're sorry, is to say that you are sorry. And if they can't accept it, shame on them, it's not good to hold grudges. You shouldn't waste your time to change them when time can do it for you.

The best way to apologize is to do it straight.

Best way to say your sorry is to mean it.
If they don't "accept" it then prove to them you're really sorry.
And if you don't feel like doing that then most likely you aren't really sorry and don't care.
Proving you're sorry may seem stupid to you... but think about the other person.
