Frieza...Because I don't know much about comic bad guys...Frieza enjoyed killing and hurting many (see what he did to Krillin while in second form), he just wanted to be the most powerful in the universe, even if that meant killing anyone that might give him trouble, and he didn't really care what he did to his opponents and enjoyed toying with them. Frieza was pretty badass, even if he sounded like a chick who smokes too much in the dub.
If you mean videogames, I say Kuja from Final Fantasy IX...He basically controlled a whole nation to do what he wanted the queen to do, ends up *Edited out spoilers*, and basically starts destroying the world. He also destroys another world in the process...He just wants the world to be like he wants it...And he dresses awesome too...He destroys a world while wearing revealing clothing, make-up, and A THONG! You can't get more badass until you destroy a planet while wearing a thong that people can see *due to how you dress...And that only counts if you're a dude*
