I realize that there has been other threads regarding him and experience, but I just have a question about his attack. I sometimes beat him, sometimes not, and I know I have the option to not attack him, but I at least want a fair chance when fighting him. However, in my recent fight against him, he did so much damage before the fight even started, that neither of us really had a turn; the lightning beforehand killed me instantly. I also had my techniques utilized, so I thought I might be able to kill him in a round or two but I didn't get the chance at all:

The Shinobazu member steals your gold and wanders off.
I'm just wondering if his attack this time is based off of the fact that I'm at level 14 or that it just randomly happens that he pulls down the lightning.
