Makoto's Penguin Encyclopedia is omnipotent. Shikki is not, sadly... ergo, his logic is flawed to such a point that it may be seen as perfect, but since perfect doesn't exist, Shikki's logic doesn't either.

Shikki's logic uses fact, not opinion

Therefore, by the standard of having all accurate facts, it is perfect and beats Makoto's Encyclopedia =]

Shikki just described Makoto's Penguin Encyclopedia, with the exception of his logic being perfect, which does not exist except in the ideals of philosophers and religious thinkers throughout the world and time; Shikki's facts are accurate only in the eye of the Shikki, and as such, are not considered to have merit, unless there are certain legal documents proving otherwise.

Shikki has just burned all copies of Makoto's Penguin Encyclopedia, therefore, Makoto as well has no proof =]
