I get the same event almost every time I visit Wind Country. Then I'll go do something else, return to the main square, and then I usually see it again. Repeating until I leave. It goes something like:

"The black fog is gone...the villagers say that people in dark clothing came and the 'thing' left...you wonder if you can meet these people."

What is it? What does it DO? I've seen this event enough times that it seems like it should have some sort of outcome, yet I get nothing.
