I know there were some similar posts but I thought about a rare event where you get a weapon similar to ch 317

Something like this:
-Every 3 DK (beginning from Jounin upwart) your chakra can get an element by chance
->to find out you need to purchase this indicator paper (e.g. in a special misson)
->This tells you what chakra type you have
-Then there is a really rare event, like you fight some beast and rescued s.o. and he/she is giving you a special weapon if you help him/her getting home
->More beasts
->finally you get 1 of 5 weapons (fire, wind...weapon ... maybe with special names)
(1)Wrong element--> you can sell it for some gems and gold (maybe a good price)
(2)right element --> good weapon (lvl15+3) attack but activation of special chakra attack (norm. attack +7) consumes chakra
-->After your next DK you lose the weapon again

Level 15 people would spam this and we see less dk activity but aside from that a very good idea and people stop dks is only better for me

Edit: Also, this would make gems easier to find and gold with +1% chance more of getting a few gems

Some people at level 1 can already get a weapon at level 15, they don't need anymore help.

Well it startes at jounin level and I suppose at this lvl you already have some thousand gold in your coffers so all of you buy themselves a lvl 15 weapon
and the special mission keeps low levels away from getting the weapon on top of it the chance would be very low only people like sinharvest who stay lvl 15 are likely to get this weapon and you need chakra which is very rare in a lower lvl (well in my case it is so )

It's a no until your enemies can use jutsus and have elemental types...

just a stronger weapon... I have something up my sleeve that gets written now =)
