Shouldn't the Cursed Seal at lvl 2,almost kill u when u use it?

I think that you sould be able to get a curse seal at the Chūnin level because some ninja are stornger then there rank.

shouldn't the cursed seal give u side effects.Like in the Ultimate ninja,Cursed seal sasuke lvl 1,when in battle he fight very well but his hitpoint drain as he fights.

This isn't Ultimate Ninja.
Each game has their own ways of saying how something works.
