Actually instead of making a whole new village we could add this to the already existing stone village. It would be just another awesome reason why the new village is worth every penny.

What is the point in making a whole village just for that? Have you seen the price it cost to get into the New village? Lets just say it isnt cheap.

The Hidden Stone Village will be used, so no new village is needed.  I'm aware of the cost, I've already been there for quite some time now. As UchihaHitane stated, it will make the cost worth something by implementing a event exclusive to the village (for example: curse seal 2 being exclusive to a particular country).  After all, you wouldn't want it to be too easy right?
For those that have access, it's pretty needless to say that there is plenty of room for things to be added there, consider the cost as a opportunity to add Clay Manipulation in your arsenal.  For those that haven't gained access yet, then they have something to strive for 
Plus it won't be a cakewalk for those who have access, because just like the rare mounts that show up when they want to, so will Deidara.  Therefore, you will need to constantly go to the village to see if Deidara is there.

1.) Make it EXTREMELY EXPENSIVE!!! (a few mil+ 100 gems + only available in stone village)

2.) MAKE IT HARDER THAN RASENGAN + SST + CS + CS2

3.) BLOCK IT FOR ANYONE WHO IS GOOD!!!! (deidra = evil his jutsu = evil)
