Nope, i dont think so.

Chidori, and Rakiri are Kakashis ORIGINAL Jutsu.
Just becuse you have Sharingan, you have Chidori? NO!

Kakashi knew it BEFORE he had his Sharingan-

Raikiri, is an S-ranked jutsu, known ONLY to Kakashi. Chidori is basically a weaker version of it(A-ranked), but still cannot be learned unless taught to you BY KAKASHI.

I agree with Koneko in saying no to this.

@Jin: Kakashi only couldn't finish the Raikiri before getting Sharingan because he didn't have the reaction time if his target were to dodge. Sharingan gave him the ability to read an opponent's moves, allowing him to adjust his path if the enemy should move.

Well, I don't see why we can't learn One Thousand Birds/Chidori the same way as Spiraling Sphere/Rasengan.
I mean, same rank for one. And they're also known by a few people only. I think Naruto, Kakashi, and Jiriya are the only ones who know it right now.. though.. it may not last.
Either way, it would make sense that it would be put in eventually in a Rasengan fashion.
BUT
It's power would be higher or something if you had Sharingan

I intended to make Chidori/Rasengan mirror techniques you have to learn.

Sadly, Chidori was already as a part of a specialty in the game...so....

I made Rasengan ESPECIALLY hard to learn because ... think of Naruto. And he is besides Ero-Sennin the only one who can do it.

Makes perfect sense =)
