I'm Level 1, 200 Exp but I cant LV up.

What's the problem? Did you go to the ninja academy and fight your master? Or is it literally not allowing you to level up?

That or you may of challenged your master before you had enough experience making it so you can't fight him when you have enough. Read the text next time. =)
