Question about Training grounds for hyuuga

Ok, I searched and didn't see a topic about this before, so if there was one sorry.

Anyway, does the "weapons" training system for the hyuuga have a pattern for gaining leveling up your "weapon" or is it random?

I;m not asking what the pattern is, or for any spoilers, but so far I haven't seen one, and I wanna know if I'm just missing it.

I figured this wouldn't be considered game secret, since it says on the wiki you have to train to get stronger rather than buy a weapon.

So it's a percent chance, not a requirement you have to have for it to work...
That clears up my confusion.
