One thing that ticks me off are dp scammers. So I thought of a system to reduce it.

In the mission HQ, you could have a link that would state something like 'Report Scammer'
then you would send evidence such as a pm or something

A moderator would read this report, and would pm the person suspected of scamming, asking them if they have any dp

Another new function that would help is a system that enables a mod or admin to lock an account from receiving any dp

I suggested a similar idea already..
There are too many flaws.

"What if someone sends a fake report?" "What if someone sets someone up?" "What if you didn't mean to scam someone?"
Endless amount of questions that would come up..

Exactly, but you can't really stop it, so really you are breaking the rules so you shouldn't have to be protected.
Also there is the option of Petition which is basically what you just described.

If you are so worried about DP scammers you shouldn't trade DP at all. 
Only trade with people you trust.
