I would remove all of the inactive mods and hire new ones.
Also, I would create a war between the villages consisting a mixture of the Battle Arena, PvP, and Zone Fighting.
(But how would you count Zone Fighting?!)
Uh, Gamemaster Position, DUH! Only for use by people with incredible RP value who can determine a winner of a fight fairly.
