Im pretty sure this is a bug but today and i think yesterday i wasn't able to use ninjutsu, even though it says you get a extra points for Ninjutsu. Is this a bug? Has anyone noticed this with their chars?

Did you have any Specialty use points left? ASnd also remember that you need to get 3 points to get anotherSpecialty use point.

(I.E. you need to beat your Sensei 3 times to get another use point)
