Can anyone with a bijuu cloak use Naruto's Rasengan variants he does in 9 tails mode? Assuming it isn't something that takes generating many arms like absorbtion sphere or tiny ones, which normal ones haven't been shown able to do.

By variants of the Rasengan, you mean the beefed-up versions of it?
If I recall some of them were used with Sennin Modo...but I don't see why any regular Jinchuuriki can just make their own variant of the Rasengan via their own chakra cloak.

Any Bijuu can generate multiple arms. That isn't a specialty of the Nine-Tails.

Depends.

It'll take training, mind and sin to create the Kyuubi arms and physical shape to keep the Rasengan and the arms active. Naruto in the canon series, noted that the Bijuu Rasengan in his Kyuubi Chakra Mode stage 1 is heavy and the only reason it got lighter is because he got access to the Bijuu Mode.
