It depends on how you think of that. The IC/OOC option for public boards will be a change to the actual coding of the game running from the server. Templates just change how you view that code. It's like thinking of the game as a picture you're looking at, which continues to be modified by the artist drawing it (Nejiver), and the templates for the game are a pair of glasses you're looking through. Neji/Oliver can change the picture and it will stay however he painted it no matter which glasses you're wearing. In the case of the mobile template, it's like a pair of glass that is still being constructed. Code still has to be written for the mobile template, so yes, more coding has to be done, but none explicitly as the result of implementing an IC/OOC feature.
