So my understanding from watching the Anime was that this was a Iwagakure exclusive like Dust release, or the Uzumaki's Minds eye. Only three people were shown to have this technique in the anime and all of them were Tsuchikage, and yet I see several names on the claims list here that have never been tied to Iwagakure in ANY way, and definitely weren't Tsuchikage.

So let's talk, is this technique just up for claims? If so, how...

It was actually clarified in the fourth databook that the technique Onoki and the other Tsuchikage used was the Earth Release: Light-Weight Rock Technique.

It is an elemental jutsu o.o which aren't allowed to be claimed, regardless.

You could say so and so jutsu was only used by Iwa Nin/Kiri Nin/Konoha Nin about most jutsu though. Great Fireball is canonically used only by Uchiha and I don't think that deserves a spot on the claim anymore than Light-Weight Rock jutsu.

However I do claim that doton Jutsu after receiving scrolls from Iwa years ago to learn it. I used it to create a nin-tai with.

Well, to be fair, the ability to just fly was introduced fairly late in the series. Alot of people have in SL found a way to fly way before that, some even with a "flight" jutsu.
