I can't sign in

I don't know if this is the right place to ask but now everytime I try to sign in it says this
Unfortunately, you cannot enter this page because you have been most likely banned via IP from the use.

If you feel that you did not do anything wrong, appeal to here at this email

If you use AOL or another provider that uses only few IPs for quite a bunch of users, I strongly recommend a provider change...

To but it simple, you access to the server through the computer you are using has been blocked. You will not be able to sign in no matter how many accounts/characters you make or how long you wait & try to log in. A pemanent ban I think.
