If successful, at first glance it appears to be normal precipitation, reacting to the environment normally. However, if it makes contact with foreign chakra, the rain would become a tar like adhesive substance so difficult to maneuver, that moving a pinky in it would feel like its swimming through a sea of concrete. This would make it seemingly impossible to recover one's strength and speed as it attempts to bring Ray to a screeching halt and "freeze" his smoke, making the hand's job all the more simple as it continues its attempt to smash the Jinchuriki, following him if not destroyed.
