I tihnk after diamyo should be the rank, God of Shinobi, If i remmber correctly that was what the 3rd was called, i think that owuld be a good rank 

Fuedal Lords are higher on the totem pole than kages.

I realize that, but to be a so good as to be ocnsidered a god would be a good rank wouldn't it?

The council is the people that meet with the feudal lords and tell them about whats going on and order around the hokage when they learn what to do from the lords/other leaders of the village dont they?
so that would be most reasonable for next rank

Very interesting though, Sarutobi's team members were the council. To me it seems like kage & council are the same rank. I think the kage is the one who is set out at the "token" or the leading figure, but the actual "position" is run by the three...

In a way, the Kage is the muscle the protects the village, their key defense, a strong leader, but he/she also has to be smart and wise like the other tw who deal with foreign and village affairs.

Edit: at least thats how i see it.

The entire council is as strong as a kage.
But one council member is lower than a kage.
