anyone except deidara, but there could me more in iwagakure cuz clay is basically a type of rock, so it is speculation based on deidara's moves up to this point

who else uses suna?
at least, in the way we and gaara do.
it should only be possible to who had shukaku sealed inside

Come on, you want to have hundreds of jinchuurikis running around when they should only be one?
Not to mension they said you could use suna on your own, so this shouldn't be much of a problem ^^;

We really haven't seen that many ninjas from the the Hidden Rock, so we really have no idea of there variety of jutsu.

Umm. lets see. In order to get the arms one has to first gain access to the newest place Iwagakure. In order to get the arms it would only make sense that one would have to go to Iwagakure and fight Deidara. Now, fighting Deidara won't be simple, as a matter of fact finding him won't be that simple. At the same frequency that Mando shows up in the stables, will be the same frequency that Deidara shows up in Iwagakure. Once you find him there, you will be able to fight him. Of course it is needless to say that you will need to beat him. However, things can't be too easy because it wouldn't be any fun now would it.
You not only have to defeat Deidara, but you must survive his final attack on you, Jibaku Bunshin, Suicide Bomb. If and it's a big IF you are able to survive his Jibaku Bunshin, you will find his scattered limbs.  It will once again be needless to say, that you will not be in the best of shape after barely surviving his Jibaku Bushin. You will of course need to see Sakura (Pray that you don't get attacked while traveling) and get healed, but you will also need Sakura, a great medical shinobi, to sew on your new arms. Now healing you is a normal task for medical ninjas, however; sewing on arms is a completely different task so you will have to pay and pay dearly.  Do you remember the cost of the operation in Hoshi Gakure (Yes, that operation)?  :o

This is really a well thought out plan.  I like the fact that we get to earn a jutsu instead of it being handed to us, by DK count.  The people in the Stone Village will gladly accept the challenge of adding a new jutsu.  For those that don't have access to the new village, then we all have things that others don't.  For instance, some people decided to go after the curse seal and others went after the SST.  Some will be able to reach the kekkei genkai quickly and others will have to wait for a long time after it is added to the system. I think that the clay idea is great.

it may be a great idea but we dont have enough knowledge as to how it works or its jutsus =)
all we know is its one basic thing.
insert clay -> make bomb -> blow s*** up
we dont know if there seals involved, we dont know how to gain the hand mouths, how it turns into an explosive, where to get the clay from, how to get more clay, etc.

Certain things have been given to us already.  There is no seal to Deidara's (art) ability.  The idea of how to gain the mouths in the hands by defeating Deidara via explosion was previously explained.  The similarity between the arms and the sharingan (eye) Kakashi has makes complete sense.  To answer the rest of your questions, the clay can come from anywhere.  The explosion is caused by infusing his chakra into the clay.  Like with Gaara he infuses his chakra into the sand.
Try not to over think things by saying where will he get more clay. He seems to always have enough to do the job.  I mean are we starting to count how many items (explosion tags, shurikens, etc..) each ninja takes with them in the anime?  It's an anime therefore the characters bring enough items with them.

1.) seriously how many deidras are there going to be?
youll have a hundred people running around with 1 deidras arms.
(mounts are different since theyre summons)
2.) we dont know if he PREVIOUSLY used the seals before using his attacks.
3.) i understand the chakra part of it but still, the problem of how hundreds (or even maybe 10 people) will manage to get them is still a problem

fight deidara, you see his arms, you attempt to cut them off (10% chance of not mutilating them), you walk away with the arms (75% chance of ambush by sasori or tobi), you find a medical ninja to attach them for you (2% chance of success)

How many people will have bloodline abilities compared to the anime? How many people right now have the Curse seal compared to the anime? Not to even mention the Curse Seal Level 2?  How many people have the seven star tattoo?  Finally how many people have the kyuubi and shukaku right now compared to the anime?  It's pretty obvious that only one person in the anime could summon the kyuubi and only one person could summon shukaku.  Choosing which things to cater to and which one's not to cater to is really the discussion here.  I believe their will be less people to have this ability than the curse seal, due to the fact that a person has to first gain access into the Hidden Rock Village.  If a person has gained access into the Hidden Rock Village don't you think they deserve a chance to gain a speciality?  It's not like the speciality is being handed to them on a silver platter, because of the number of dks they have gained.
People gave up a good amount to enter, then they still have to earn the right to gain the speciality.

CS and SST

we dont know how may people oro gave the CS to.
remember?
he had whole labs developed to test the results and etc.
there may have been hundred who had survived with one.
and who knows how many of those managed to gain the CS2 form.

also SST isnt that one of neji's creations? its because the evil people had too many things for them.

its not that i dont like this jutsu is just that its too many things involved thats all.
neji would have to create shops to BUY the clay, hed need to make events where you find it, hed have to make the deidra fighting system, hed have to program it to be almost impossible to beat (since it is a very strong jutsu use youll recieve) and all that other stuff.

There would be no need to purchase the clay. The clay matches one's chakra. It would be equal to saying Gaara needs to go to the shop to locate specific sand to use in his gourd.
We give water users the abilities of Kisame to create water from no where. Where as Suigetsu drinks excessive amounts of water to substain himself.
I think the programming of the fight against Deidara would not be fought against by those who have access to the Hidden Rock Village.  There is much room for additional things to be placed there. By no means am I saying that this should take precedent over any of the other events or ideas Neji has planned.  However it would be a welcomed addition to the Hidden Rock Village and the game.
