Removing Sensatsu Suishou

What do you guys have to say about removing "Sensatsu Suishou" from the current Hyouton and putting it into Hyouton (Kekkai Genkai) along with the demonic ice mirrors?

i honestly don't see the benefits of a water manipulation kekkei genkai seeing as suiton and hyouton can be achieved early in the game.

In the end he made 2 dragons at the same time.But all of the specialtys that i have used have a start off jutsu so would the level 3 jutsu be put in as a replacement?and just have everything normal after that?
