You know jiraiya wasnt that Tightly nit with the whole Konoha, hokage, and elder crew, see how he left Konoha for all those years to track and wacth Orochimaru when he left, plus  Madara said only they knew about itachi and they came to the same doubt that Jiraiya thought in that chapter....Its just they thought of it being madara waaay before him...Till that moment right thre Jiraiya always figured it to be Natrual too....but there he started to doubt it...The elders just started to doubt it befor he did lol thats why they did that to the uchiha o.o

i would want to guess that the fourth sealed the kyuubi inside naruto so none of the uchiha's could summon or control it

Jiraiya didnt know it was Madara himself he was just suspecting of Madara it cause he didnt know of any other person capble of controling the Kyuubi o.o  and the 4th might have known something none of us know right now of yet not this secret about the Uchiha's and how there were gonna try to take over Konoha

The plot hole is that Jirayia said that it was KNOWN to be a natural disaster.
Note that Jirayia has a lot of contacts, so he probably knew what was going on with them. He also apparently knew about the Uchiha's powers to control the Kyuubi, yet at the same time, he knew it was impossible for any Uchiha other than Madara to try destroying it.

Also, I notice Itachi's version of the story is much different.

See the fear in his brother's eyes? Does that look like the expression of a man who WILLINGLY ALLOWED his eyes to be taken? He also said that Madara became POSSESED by his Mangekyou Sharingan.
Itachi also said that Madara was behind the Kyuubi's attack.

Or Madara's version is true and the rest of the Uchiha clan altered it to make it very, very scary(?), therefore making him an enemy to the clan and Konoha.
