It probably is a fake. I dont think Sasuke would abuse his MS techs like that. Besides, if anything he would most likely use Tsukuyomi on Raikage since he does love using genjutsu as we seen in his last few fights.

Wow pretty intense battle there. Still cant believe Sasuke went this far. 1 Tsuki would have just ended it >.>

Raikage's too baddass to get caught in that dumb genjutsu. Plus, it requires eye-contact and who's to say it would even work? It didn't really do anything to Killerbee.

Well it doesnt seem to take that much effort to make eye contact with someone. We have seen Sasuke make eye contact with Killer Bee and K. Bee had shades on at the time. >.>
The only reason that Tsukuyomi didnt have any effect on Killer Bee is that he has a bijuu inside of him. http://www.onemanga.com/Naruto/413/15/

Only reason Sasuke overcame Tsukuyomi was due to his mastery of Sharingan. http://www.onemanga.com/Naruto/388/15/

Raikage does not have Sharingan or a bijuu. Tsukuyomi would have KO'ed him.

Clearly, Kishi wants the fight to be exciting and long-lasting since it would have been over if Sasuke did it.
I'm only looking at this from a realistic viewpoint here.

Sasuke didn't use Tsukuyomi on C/Shi. It was just some random, long range genjutsu. Plus, it's not like it would beat Raikage. For all we know, those super-fast synapses make him immune to genjutsu.
